LogiCon validation-implementation workshop_1nd round

The 1st round of validation workshop in the Polish LL was decided the face-to-face meetings with stakeholders. There were six meetings with stakeholders representing Intermodal Transport Operators – LOCONI Intermodal SA, CargoSped, Polzug, PCC Intermodal and Carriers and Freight Forwarders - PKP Cargo, LOTOS.

The concept of the developing solution, planned roles as well as processes and functionalities were presented. The solution was presented as a communication platform enabling information sharing for the hinterland planning processes of cargo transport. The aim of the concept was to create the collaborative community.

The solution was targeted to the following users:
- intermodal transport operators,
- seaport container terminals,
- carriers and freight forwarders.

Next, the discussion concerning available communication solutions of similar scope was made. It was agreed that currently cooperation among stakeholders is mostly based on exchange of paper documents, that does not allow its further processing, is highly time-consuming and causes errors. Lack of consolidated information about rail schedules and difficulties with service calculation were the main problems mentioned.
The stakeholders confirmed the need for the solution affordable for different Logistics Service Providers working in the intermodal eco-system enabling collaboration and easy exchange of standardized information. The solution should improve effectiveness and efficiency of transport and management of container flow to and from container terminals. The stakeholders were open to assist in further development of the platform. A solution should be simple and affordable for all actors in supply chain and propose basic functionalities such as:
- exchange of bookings for intermodal transport,
- allocation of bookings to rail wagons,
- exchange of loading and unloading plans,
- status monitoring of execution.  
Baltic Container Terminal started to test the platform internally with the information they exchange.

The second round of workshops was of more validation-implementation focus. 70 participants representing different actors attended. A detailed presentation of the communication platform was made, including the technical aspects and the benefits for different stakeholders. The presentation was made by Baltic Container Terminal (project partner) and Loconi Intermodal SA (SME Intermodal Transport Operator).

A dashboard with available functions, the whole process and steps to follow were presented at first. No live presentation of the solution was made yet, because the platform was tested by BCT and LOCCONI and functionalities were still under development. The track & trace module was also presented.
The platform was named T-Scale Intermodal with T-Traco module for track&trace.

T-Traco delivered:
-     Global monitoring  of containers (all modes) – without roaming fees
-     Sends actual information about ETA to communication platform
-     Positioning vehicle on the map
-     Monitoring of temperature and humidity with given criteria

Moreover, the benefits for different stakeholders coming out of the platform were presented.


Benefits for Intermodal transport operator:
a.    possibility of precise delivery planning due to close  cooperation with all business partners executing transport services  as : intermodal transport operator , container terminal and railway  marshalling carrier,
b.    securing transit times agreed with customers due to reliable planning,
c.    access to on-line monitoring of container movements at the port territory and along the whole journey to the final receiver,
d.    receiving alerts in case of deviations from the planned route enabling adequate reaction,
e.    direct contact with the train or truck driver in case of deviations from the planned route,
f.    access to cheap and reliable track&trace solution – real time planning

Benefits for Seaport container terminal:
a.    proper co-ordination of incoming and outgoing flows of containers through precise delivery  planning due to exchange of real time information between all involved business partners as seaport  container terminal, intermodal transport operator and railway carrier marshalling trains at port territory,
b.    shortening duration of handling activities in order to ensure the quickest possible transit times to  shippers and transport operators using the terminal for sea-rail transhipments,

Benefits for Small carrier and freight forwarder:
a.    possibility of dynamic delivery planning in actual time with visualisation on electronic map,
b.    increased load factor due to shared deliveries and reduced empty returns, reaching new orders due to freight exchange,
c.    access to cheap and reliable track&trace solution – real time planning
d.    direct phone contact with drivers in case of deviation of transport service  comparing to planned one.

Benefits for Shippers:
e.    possibility of dynamic delivery planning in actual time with visualisation on electronic map,
f.    optimisation of the own supply chains basing on platform database of transport service providers and their services leading to quickest or cheapest deliveries,
g.    finding partners for common transport to reduce transport cost by sharing loading space of vehicles and containers,
h.    negotiating conditions of transport  contracts (directly or by freight exchange) and ordering execution of transport service – it means optimal supplies cost wise and paperless administration,
i.     reaching transparency of transport process by monitoring movements of containers in actual time and being alerted in case of   deviation from agreed delivery plan,

Benefits for Small and medium sized shippers:
a.    possibility of dynamic delivery planning in actual time with visualisation on electronic map,
b.    reduction of transport cost due to group purchases of transport services,
c.    reduction of transport cost due to sharing loading space of vehicles,
access to cheap and reliable track&trace solution – real time planning

Next the brain storm session aiming to asses usefulness and shortages of the solution was made. The group was divided into four sub-groups and were asked for listing the missing functionalities, further expectations, etc. A number of requirements towards the solution were raised, some were more general like common solution for data exchange allowing management of logistics operations and planning and some more detailed concerning for example technical aspects of the solution, need for trace & truck, need for an electronic invoice.

It was agreed that in the Polish Living Lab, collaboration in train planning is key. The following challenges in collaboration has been defined:
•    Many parties collaborating in one intermodal chain,
•    Larger and smaller players with different levels of IT development,
•    Conflicting interests and different market positions,
•    Differences in size, structure, habits, routines and approach,
•    Lack of fluent and accurate information flow between each other,
•    Actors depend heavily on external factors they frequently do not control,
•    Many misunderstandings and lack of trust.

The main three groups of participants represented intermodal transport operators, container terminals andcarriers and freight forwarders.
The participant agreed that the solution and the concept should be a starting point for a wider discussion on the need of the Port Community System or other systems allowing electronic exchange of transport information among different stakeholders. Support from local authorities in developing similar concepts but of wider scope such as for example, Port Community Systems forcing all players to exchange information electronically is necessary.




LogiCon implementation workshop_3rd round

The third implementation workshop was dedicated to live presentation of the platform. The solution including its benefits and proposed business model was presented first. Then the technical aspects of the solution were presented. The presentation of all steps and scope of information uploaded was made by Baltic Container Terminal, including all functions and reports produced. Next the representatives of other stakeholders - intermodal transport operators and carriers were invited to upload information that are usually required from their side. The simiuation gave the overall overview of the process and presented the opportunities provided by the platform allowing efficient use of resources and adequate management of logistics operations. The participants positively evaluated the solution as simple and intuitional. They raised some bottlenecks that needs to be improve, but they were open to proceed with testing it individually.

After the workshop the stakeholders were asked for declerations if they are willing to proceed with testing of the platform. A number of companies declared interest in testing the solution. The debate was continued on the business model and the individual costs for companies. To reach the critical mass of stakeholders providing the implementation of the solution it is necessary to persuade a substantial number of stakeholders that use the platform, including SMEs for whom such platform should become the opportunity enabling to strengthen their market position and engaging in new businesses.
